Paragraph 270. God is the Father Almighty, whose fatherhood and power shed light on one another: God reveals his fatherly omnipotence by the way he takes care of our needs; by the filial adoption that he gives us ("I will be a father to you, and you shall be my sons and daughters, says the Lord Almighty."): finally by his infinite mercy, for he displays his power at its height by freely forgiving sins. Paragraph 431. In the history of salvation God was not content to deliver Israel "out of the house of bondage" by bringing them out of Egypt. He also saves them from their sin. Because sin is always an offense against God, only he can forgive it. For this reason Israel, becoming more and more aware of the universality of sin, will no longer be able to seek salvation except by invoking the name of the Redeemer God. (1441, 1850, 388)
Paragraph 589. Jesus gave scandal above all when he identified his merciful conduct toward sinners with God's own attitude toward them. He went so far as to hint that by sharing the table of sinners he was admitting them to the messianic banquet. But it was most especially by forgiving sins that Jesus placed the religious authorities of Israel on the horns of a dilemma. Were they not entitled to demand in consternation, "Who can forgive sins but God alone?" By forgiving sins Jesus either is blaspheming as a man who made himself God's equal or is speaking the truth, and his person really does make present and reveal God's name. (431, 1441, 432)
